Regulatory Compliance Requirements

  • Required to access and work in DND facilities and therefore must comply with Federal facility health regulations.
  • Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR.
  • Requires a positive Controlled Goods assessment as personnel will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program.
  • Required to obtain and maintain a Security Clearance at the NATO Secret Level.

Position Summary

We have a current vacancy for a role that will oversee the planning, execution and closeout of work period activities on assigned vessels. Responsible for the integrated schedule and worksite during structured work periods, the incumbent manages and coordinates internal and external teams (Customer, contractors, strategic partners, etc.) through all phases of the work period. The incumbent directs and monitors all activities to completion while preparing and delivering regular work period reports relating to schedule progress, cost and risks, and ensures all work follows worksite safety plans and procedures. This role reports to the Ship Maintenance Team Lead.

Key Areas of Responsibility

The incumbent is responsible to:

  • Lead work period project planning activities to ensure successful transition from project planning through to project closure.
  • Execute, monitor and control each project until completion, including:
    • Act as the primary point of contact for all stakeholders with respect to maintenance execution on the ships.
    • Supervise Thales personnel and subcontractors (planning, organizing, leading and controlling) to achieve agreed outcomes within delegated authorities.
    • Coordinate and conduct required activities prior to commencement of maintenance execution (subcontractor kick-off meetings, purchase requisitions, purchase orders).
    • Provide direction, coaching, support and delegation to project team members to enable achievement of work objectives.
    • Oversee maintenance execution activities for designated maintenance periods to ensure material readiness objectives are met.
    • Prepare regular reports as required by the awarded contracts.
    • Provide whole-ship project management support to the Coastal Ship Maintenance Team Lead as required to meet availability and Full Mission Capability under awarded ISS contracts.
    • Report progress daily, weekly and at the conclusion of maintenance activities.
    • Manage maintenance and ad-hoc tasking during designated maintenance periods within agreed schedules.
    • Control investigation and rectification of Operational Defects (OPDEF) within agreed time frames and report status for defects within projects.
    • Assess warranty implications and financial claims; verify and certify subcontractor payment claims.
    • Review maintenance systems and support documentation for applicability.
    • Manage and coordinate recording of planned and corrective maintenance data in Thales data management systems from initiation to closeout.
    • Manage collation and acceptance of objective quality evidence for planned and corrective maintenance for performance, data management and invoicing.
    • Ensure issues are resolved at the lowest level and escalated as required, particularly shortcomings in operational availability or safety.
    • Manage and coordinate technical assistance/advice to ship's staff and other RCN personnel.
    • Attend regular meetings with management to support continuous feedback and improvement.
    • Contribute to continuous improvement and update procedures and templates as required.
    • Ensure maintenance activities are conducted in accordance with applicable ISS procedures and prepare and deliver lesson learnt/internal wash-up meetings.
  • People Management
    • Provide oversight and direction to a team within the Service Delivery department in accordance with organizational policies and procedures.
    • Coach, mentor and develop staff, including assisting with onboarding.
    • Lead employees to meet expectations for productivity, quality, continuous improvement and goal accomplishment.
    • Foster teamwork and cohesiveness to enable department and employee success.
  • Health, Safety & Environment
    • Comply with and ensure compliance to all relevant HS&E legislative requirements, policies and procedures to prevent or minimize accidental exposures.
    • Promote Thales's Health, Safety and Environmental programs by demonstrating HS&E leadership.
    • Work with management and employees to promote teamwork and effective communication.
  • Undertake other duties as assigned from time to time.

Minimum Qualifications

  • Minimum of 4 years demonstrated technical experience in the last 10 years managing projects and teams, preferably in ship/dockyard and naval environments.
  • Experience supervising teams undertaking maintenance activities.
  • Strong computer literacy with proven experience in Microsoft Word, Excel and PowerPoint.
  • Experience interfacing between various internal/external stakeholders within a project.
  • Strong organizational skills and ability to balance multiple priorities.
  • Language: English.

Preferred Qualifications

  • Possess a minimum 3-year technical program diploma from a recognized technical institute, or certification as a technologist by a recognized licensing body, or QL-6B military technical training.
  • Experience working within or leading In Service Support projects.
  • Experience in a defence environment with active defence force personnel is desirable.
  • Experience within procurement, project management or warehouse environments.
  • Experience with the Defense Resource Management Information System (DRMIS) or comparable document management system.
  • Accreditation as a Certified Practicing Project Manager or equivalent.

Special Position Requirements

Schedule: 40 hours per week.

Physical environment: Office or onboard naval ships alongside in harbour, or at sea; must meet federal government requirements to access Canadian government facilities, including naval dockyards.

Will be required to undertake inspections, including confined space entry, involving bending and twisting; tasks may require working at heights.

Travel: Occasional domestic or international travel will be required, including access to government facilities and assets (naval vessels).

Customer location or site visits: Access to government facilities and assets, including naval vessels.

Total Target Cash (TTC) $100,000 - $115,500 CAD Annual.

This range reflects market pay for similar jobs and is one factor in pay decisions. Placement within the range depends on career history, competencies, skills, performance, annual salary budget, customer program requirements, and internal equity.
