Reporting to the Director – Flight Dispatch, the incumbent will be responsible for safety and security in Flight Dispatch, ensuring effective operational control and optimal support for Air Canada's network and operational objectives. In accordance with Canadian Aviation Regulations (CARs), the incumbent leads the development, implementation and continuous improvement of safe and efficient dispatch processes and procedures, as well as medium and long-term operational planning.
The incumbent will also be responsible for managing flight day air operations for Flight Dispatch and optimizing the department's IT and technical platforms, while ensuring compliance with safety standards. The incumbent will provide leadership to technical and operational control personnel, and collaborate with various stakeholders to ensure operational integrity.
Responsibilities:
- Manage and supervise Flight Dispatch activities, ensuring that day-of-flight operational control activities are carried out safely, efficiently and in compliance with regulations.
- Provide leadership and guidance to Flight Dispatch personnel, including performance oversight, optimization of workload distribution, schedule planning and short, medium and long-term staffing planning to meet operational needs.
- Supervise operational and administrative support functions and activities that ensure safe, efficient and compliant Flight Dispatch activities.
- Monitor the effectiveness of standard operating procedures for day-of-flight air operations to ensure continuous improvement, customer value, efficiency and corporate flight control.
- In collaboration with the Flight Dispatch management team, ensure that deficiencies and hazards identified through audits or other reports, including Flight Data Recorder (FDR) and Dispatch Safety Reports (DSR), are risk assessed, root causes of hazards, incidents and findings are traced, and corrective actions are developed, implemented and evaluated for effectiveness.
- Ensure safe and cost-effective flight planning and monitoring in accordance with all Canadian and international government regulations and all departmental and corporate policies and procedures.
- Contribute to achieving departmental financial objectives through effective management of personnel costs, overtime, operating expenses and resource utilization.
- Liaise between Air Operations management, airport authorities and air navigation service providers (ANSPs).
- Oversee operational records, data retention, documentation and information management processes to ensure compliance with regulatory requirements, safety standards and company requirements.
- Lead the administration and governance of operational programs, committees (e.g., Joint Management-Union Workload and Schedule Planning Committee [MAWS]), annual leave and position requests, seniority management and scheduling processes to promote operational efficiency and cost-effectiveness.
- Conduct preliminary reviews of potential curfew non-compliance cases for daily air operations. Present preliminary review findings to the Director – Flight Dispatch, and coordinate and follow up on written correspondence with local airport authorities and Transport Canada authorities.
- Ensure operational integrity in disaster recovery site recovery.
- As needed, replace the Director – Flight Dispatch and his/her fellow managers, to ensure leadership continuity and provide operational support.
- Perform other related duties and participate in special projects to support the achievement of departmental and organizational objectives.
Qualifications
Education
- Education: Post-secondary education; college or university diploma preferred.
- Ability to communicate information clearly, professionally and credibly to various stakeholders.
- Proficiency in Microsoft Office suite applications (e.g., Word, Excel, Outlook).
Required Licenses, Certifications and Associations
- Possess flight dispatcher competencies in accordance with CARs.
Experience and Industry Knowledge.
- At least five years of experience as a qualified flight dispatcher at Air Canada.
- Knowledge of management analysis and principles, methodology and techniques.
- Previous experience in an operational control or flight dispatch management role or project management role.
- In-depth knowledge of CARs, Commercial Air Service Standards, US Federal Aviation Regulations (FAR) and Joint Aviation Authorities (JAR-OPS) operational standards. In-depth knowledge of Standards 705 and 725. Significant achievements in quality assurance; proven superior interpersonal, writing and leadership skills.
- Safety Responsibilities: In accordance with Air Canada's Flight Operations Manual (FOM), Air Canada's Flight Dispatch Standard Operation Procedures Manual, Air Canada's Flight Dispatch Training Manual, the Integrated Safety Management System, the Network Operations Control and Flight Dispatch workplace evacuation and recovery process, and Emergency Response Directives (publication 400).

Candidates must be eligible to work in the country concerned at the time an offer of employment is made and are responsible for obtaining any necessary work permits, visas or other authorizations. Proof of eligibility must be provided prior to the start date.
