HSE & Facilities Specialist

Victoria, BC (On-site) Full-time

Position Summary

We have a current vacancy for a HSE & Facilities Specialist to join our Team in Victoria, BC. The Health, Safety, Environment & Facilities Specialist (HSE&F) will work closely with the HSE Manager of Canada as well as the Reginal Site Manager to ensure all HSE standards are met as well as recorded in the appropriate systems to ensure ISO standard compliance. The HSE&F Specialist will also assume a fluid role within the team and take an active role in day to day facilities operations as well as the scheduling and supervision of hired contractors. As the HSE&F Specialist, responsibilities will be spread amongst multiple sights supporting both the AJISS contract and the MWAV contract with minimal supervision.

Essential Functions

HSE/Facilities Specialist:

  • This role is instrumental in implementing Group & Canadian strategy, policy & systems for HSE;
  • The HSE&F Specialist has full responsibility for ensuring the implementation of the HSE Management System and its supporting tools, processes and required employee competencies (role profiles & skill requirements) for this site;
  • Ensuring the maintenance of all third party certifications and accreditation, including but not limited to ISO 14001 & 45001;
  • Assuring analysis of accident, incident and complaint investigations for significant events to ensure the business is meeting its legal requirements, to identify any non-conformity and identify continual improvement;
  • Delivery of Safety Culture improvement programs to support safety evolution and behavioral improvements; and
  • Delivering the Thales Canada Employee Health Surveillance & Wellbeing Program in partnership with HR.
  • In collaboration with our Facility Services contractor, ensure daily operations of the Facility by scheduling contractors to repair and maintain the building;
  • Understanding and assisting with the building BASE maintenance systems;
  • Providing “hands on” support as required to ensure the facilities continual operation and ensuring all preventive maintenance is performed;
  • Ensuring all regulatory facility related issues are completed as per schedule and maintaining the records of documentation for each as required by legislation or ISO requirement;
  • Provide training programs to fire wardens, first aid responders, and JOHSC as required by law;
  • Developing in coordination with the HSE Manager Canada a training matrix in regards to HSE for all staff and ensuring documented records are kept.
  • Assisting with reaching Group HSE targets and objectives.

Health, Safety and Environment

  • Key contributor to ISO and OHSAS audit preparation and execution (evidence gathering, preparatory walk-throughs, etc.);
  • Assess environmental impacts and risks as well as occupational risks;
  • Support document generation and control of all ISO, OHSA, HSE and Real Estate related documents in Chorus and SharePoint, such as forms, policies, manuals and guidelines and work closely with Quality department for control and compliance of all published documents;
  • Assist with annual internal and external audits and prepare the facility for successful certifications;
  • Creation and monitoring HSE related schedules, such as the Activity Schedule and the Audit Schedule;
  • Support the Joint Health and Safety Committee;
  • Report and investigate all accidents/ incidents and facilitate form completion;
  • Respect the confidentiality of information communicated;
  • Liaise with external service contractors to ensure HSE compliancy;
  • Manage the creation, monitoring and resolution of CARs and PARs;
  • Create, monitor and resolve action Items;
  • Assist in the Creation and maintenance of various databases, such as the site legal register and SharePoint repository.
  • Contribute to continuous improvement of risk assessments, environmental aspect analysis, and general HSE processes and conditions.
  • Coordinate HSE training essential to all staff through local 3rd party training providers and/or Thales Internal Online Training Platform.
  • Facilitate required HSE training onsite (Safe Ladder Use, Manual Lifting Techniques, Chemical Safety)

Facilities Management

  • Manages the contractor(s) working on the equipment and ensures the contractual conformity of their performances;
  • Reports on the quality of services to the site Manager in accordance with the budget;
  • Has a good understanding of all equipment on site and knows which equipment are non-critical or critical not linked to processes, and critical ones linked to processes;
  • Knows all services necessary to operate the site;
  • Maintain service agreements with outside Contractors;
  • Monitoring the movement within the building of all contracted trades people;
  • Respond to facility maintenance requests either scheduled or ad hoc;
  • Maintain Base Building Controls, verify output and ensure all zones are heated/cooled adequately;
  • Assist in the co-ordination of facility renovations/improvements including obtaining quotes and facilitating the implementation thereof;

Security

  • Assist with Federal Government inspections as required;
  • Manage security management platforms for the facility, including the card access and burglar system;
  • Processing of documentation pertaining to visit clearance requests and overseeing the procedures for internal visitors;
  • Provide ongoing basic education and awareness to employees on the corporate security program;
  • Manage and maintain the key management system;
  • Liaise with contractor(s) working on security equipment and ensure the contractual

conformity of their performances on occasion;

  • Managing and producing requested security reports from our security database for Thales stakeholders
  • Act as an Alternate Company Security officer (ACSO), when the Company Security Officer is not available; and
  • Flexibility in hours as occasionally on-call after hours may be required

Minimum Requirements

Skills and Abilities:

  • 2- 5 years facilities management background considered an asset

Education:

  • Formal degree or equivalent in Health and Safety Environment

Preferred Qualifications

Skills and Abilities:

• HSE training: ISO 14001, ISO 45001
• Joint Health and Safety Committee Certification
• First Aid/CPR considered an asset

Physical Demands

Office / Warehouse Environment

• At times, ability to work on computer for long periods of time
• Ability for occasional standing and walking up to 2 hours daily
• Occasionally lift and/or move up to 10 pounds and rarely lift and/or move up to 50 pounds
