We are looking for a Program Manager within our satellite systems team at our Montreal office.

Role:

The Program Manager manages a program, or an element of a program, to meet client and business expectations. A broader objective of this position is to support business growth by undertaking tasks that may not be directly related to program management (e.g., interacting with senior management and hierarchy on operational issues identified in the program).

Responsibilities

  • Reviews requests from hierarchical management, applies and organizes the necessary resources to manage the program in its entirety. This may require negotiation with hierarchical managers or other programs for conflicting resource needs, which must always be done with the overall interests of the company in mind.
  • Negotiates, discusses and concludes an agreement with the client regarding the main requirements and objectives of the program, as well as the necessary funding, resources and methods. In many cases, these will conflict, and the Program Manager must maintain a diplomatic and persuasive approach to maintain a balance between what can be achieved for the planned budget and schedule, while preserving the company's interests.
  • Prepares detailed schedules to track the day-to-day progress of the program, performs frequent and regular assessments of costs to date and estimates to complete and develops workaround plans as needed to meet cost and schedule objectives. Identifies and manages program risks and opportunities.
  • Maintains control of the program through a regular program review process, design review and audits, workaround plan meetings, staff meetings, program meetings and others.
  • Provides technical and administrative advice, guidance and decisions to the program team.
  • Maintains program visibility at the client level through regular technical, management and progress meetings. Maintains program visibility with senior management through monthly program reviews and briefings, as needed, on topics important to the company.
  • Develops a framework of competent subcontractors and suppliers in liaison with the supply chain which will ensure compliance with procurement requirements throughout the duration of the program.

Requirements

  • Mechanical or electrical engineering degree or similar degree, bachelor's or higher degree or in a related field.
  • 10 years of experience in program/project management or project engineering in a related technical field
  • Experience in negotiations, risk management, contract management, subcontractor management, finance, US ITAR regulations.
  • Experience in naval electronics programs, an asset
  • Good interpersonal skills and leadership skills.
  • French and English communication skills required (Primary contact with clients outside Quebec).

Comments/Special Considerations:

Successful candidates must obtain and hold a Level II (SECRET) security clearance and pass the security assessment for the Controlled Goods Program (CGP).
