Job Summary
The PP&C manager role is to provide support to Program management departments while advising Finance management departments of any specific projects or programs potential risks (contracts/authorizations, profitability, revenue, cashflow, etc.).
Main responsibilities
Manager, PP&C reports to the Project Management Organisation (PMO).
Objectives & responsibilities:
- Lead, develop and manage the PP&C department and the overhead budget administration.
- Ensure open communication and information flow with Program Directors and related functions such as Finance, Programs Management, Engineering, Procurement and Manufacturing.
- Establish PP&C department annual objectives aligned with divisional objectives and monitor progress with quarterly reviews.
- Set employee objectives and provide means and support for achievement.
- Maintain, improve and implement departmental processes, systems, tools, software and report formats related to PP&C responsibilities and alignment with financial internal/external audits and SOX controls.
- Ensure proper planning and support for all active and forecasted projects.
- Provide guidance and recommendations for overlapping processes with Finance, Contracts, Purchasing, Material and Production Control.
- Maintain necessary skill levels and motivation through training, guidance and team-building.
- Maintain department staffing and distribution to meet proposal/project demands and ensure proper response and reporting.
- Ensure PP&C mandates and responsibilities are recognized and clear throughout the organisation.
Responsibilities
- Review proposal and program costs with proposal/project team members to ensure integrity, compliance and accuracy.
- Perform cost analysis of proposals/projects to identify and mitigate risks and provide recommendations.
- Prepare cost summary reports for project review meetings with senior management.
- Monitor and ensure employees follow established processes by performing internal sporadic inquiries to confirm PP&C operates within management expectations and boundaries.
PP&C specifics
- Ensure schedule planning methods and systems are efficient, adapted and consistent with program requirements and compliance levels to satisfy internal and external customer needs.
- Ensure proper implementation of the performance measurement baseline (PMB) and work breakdown structure (WBS).
- Use appropriate levels of earned value methods and techniques for project status, measurement, variance analysis and trend indicators to provide value-added recommendations to maintain profitability and health of major projects.
- Provide additional support, reports and metrics to upper management and program managers as required, and effective troubleshooting for departmental or project matters.
- Ensure appropriate skills are allocated to programs relative to schedule demand and cost allowances.
- Provide program visibility via an official monthly program review report to senior management covering all active projects; review in the monthly program review meeting (MPR).
- Maintain inter-departmental intranet systems and software related to PP&C.
- Maintain the LN Business Notices application used for contract and project notices and other financial features.
- Maintain milestone forecasting listing all project milestones and their invoicing/payment status and forecasts.
- Support and monitor specific capital and R&D projects.
- Support internal/external audits and ITB reports (Canadian content calculation) for MDA and external customers.
- Maintain manpower forecast and planning application software to report project demands and identify under- or oversupplied skills.
- Support the LN ERP system by assisting with updates, implementations, troubleshooting, testing, sessions and reports; ensure LN utilization is efficient and aligned with processes.
Required Work Experience and Skills
- University degree (B.A.C.) in Business Administration or Engineering with a project management specialization or equivalent from a recognized institution.
- Minimum of 7 to 12 years of experience in project cost estimation, planning and control, preferably in the aerospace or defence industry or major programs.
- Thorough knowledge of costing & pricing, financial and accounting principles, PMCS (Program Management Control System Criteria) and EVMS (Earned Value Measurement System).
- 3 to 5 years experience in a team-leading role.
- Established knowledge of scheduling and costing software (e.g., MS Project).
- Strong experience with Microsoft software, especially Excel and databases.
- A willingness to incorporate AI tools into day-to-day work and, ideally, a proven track record of using AI.
- Experience in an ERP environment and good understanding of departmental functions and relationships in projects, products or services.
- Good understanding of financial accounting principles and mandates.
- Good knowledge and understanding of strategic planning and divisional objectives.
- Basic knowledge of unionized environments is an asset.
- Service-oriented approach, supervision of detailed reports and ability to manage deadlines.
- Strong leadership and interpersonal skills in performance management, delegation, motivation and team building.
- Ability to function independently with minimal supervision, effective problem-solving skills and deadline orientation.
- Excellent written and verbal communication; fluency in English and French (work in collaboration with staff at the Ontario headquarters).
Leadership and Management
PP&C Dept
The PP&C Department is a separate entity from Programs. The major challenge for the PP&C manager is to act as an auditor for the Finance department while simultaneously being an integrated part of the Program Management departments and team.
The PP&C manager provides support to Program Management while advising Finance of potential project or program risks (contracts/authorizations, profitability, revenue, cashflow, etc.).
Another challenge is to maintain a standard approach in implementing the program planning and control system for various project types and groups and across different management styles.
Maintain accuracy of project performance measurements to provide valid information that leads to correct recommendations for decision making and financial reporting.
The PP&C manager's mandate is achieved through clear communication and effective conflict and problem resolution.
Provide management with timely, accurate information assessing potential operational and financial risks and exposures to the division, by complying with MDA's financial policies and procedures and communicating requirements to ensure adherence to established standards.
Special Considerations
Successful candidates must obtain and hold security clearance at the reliability status level, and pass security assessment for the Controlled Goods Program (CGP).
