NCSC Engineering Program Director (EPD) of the Ground Test Facility (GTF)

The Engineering Program Director (EPD) of the Ground Test Facility (GTF) is the primary technical authority for the GPI within the Combat Management System Software Support Contract. Working closely with the lead GPI, the director ensures that engineering, integration, and testing activities are carried out on time, within budget, and to the required quality standards.

Provide technical guidance for the definition and development of the design and architecture of the Canadian Surface Combatant (CSC) GTF systems and coordinate all appropriate design activities:

• Assume responsibility for technical leadership and performance for CSC GTF activities
• Ensure approved system design processes are followed
• Assume responsibility for system architecture development
• Ensure required system exchanges, simulations, and analyses are conducted
• Ensure the quality of system-level work products
• Ensure bidirectional traceability of system requirements
• Assume responsibility for system design costs, schedule, and technical performance
• Ensure accurate decomposition of requirements
• Ensure implementation of requirements and their subsequent verification
• Understand and manage the technical effects of changes from the baseline throughout the lifecycle
• Lead the establishment and monitoring of Technical Performance Measures (TPM) for the project
• Monitor design-to-cost objectives
• Ensure accountability and feature verification activities for the entire system, including
• Determination and marking of critical customer requirements

• Assume responsibility for the technical integrity of all engineering products
• Ensure the maintenance of a fully documented, attributed, and tracked baseline for requirements

What you bring to the position

Lead Technical Team

• Lead a multidisciplinary engineering team through all phases of the program
• Guide the team through design reviews, technical decision-making, and procurement activities, ensuring alignment with program specifications and best practices.

• Act as the primary technical interface for program management, clients, and external partners
• Contribute to the program integration team, providing technical insights into discussions, costs, schedules, and risks.
• Resource and Staff Coordination
  • Work closely with the lead GPI to identify staffing needs, skills, and training requirements
  • Provide accurate and timely estimates of personnel, tools, infrastructure, and other necessary resources.
• Performance, Risk, and Dependency Management
  • Monitor technical progress using earned value and technical performance indicators
  • Define, document, and communicate risks and dependencies to decision-makers and stakeholders.
• Communication and Documentation
  • Provide regular technical updates to all stakeholders
  • Facilitate technical briefings, design reviews, and procurement meetings.
• Bachelor's degree from a recognized university in a related discipline or equivalent co-op training, with at least 15 years of professional experience
• Possess at least 12 years of experience in system design, in a system design lead role (systems manager, technical director, system design manager, system development and integration team lead, etc.) or in a related business sector
• Have held similar roles or participated in similar projects. Having served as technical director/GPI on a major ship program is a key asset and a distinguishing factor
• Be considered an expert and an authority in their discipline
• Demonstrated ability to influence and build customer relationships
• Possess very good leadership skills and a strong team spirit
• Possess good general skills, demonstrate agility, and advocate for problem-solving

• Proven ability to lead cross-functional technical teams through design reviews and procurement cycles
• Strong experience in systems engineering
• Experience in the design and operation of test facilities
• Knowledge of procurement processes, contract administration, and supplier coordination

• Proficiency in risk analysis and earned value management.

Salary Transparency

Salary Range

$149,500 - $196,500
