Reporting to the FLX Business Line and integrated into the PMO management, the mission of the Montreal PMO position is to support and manage project support for all projects in Canada, as well as to provide direct operational support to the various offers and strategic projects managed by Thales in Montreal.

The position plays a key role in the structuring, coordination, and monitoring of project activities, financial management, and the maintenance of budget, schedule, and performance monitoring dashboards.

The incumbent fully participates in the structuring of new projects launched in Canada and ensures the best performance of deliverables, budget consistency, and compliance with deadlines and reporting obligations in a multi-partner and international context.

The Montreal PMO reports directly to the FLX PMO Manager, interfacing with Finance teams, Engineering Canada departments, project managers, and project partners and stakeholders.

The Montreal PMO works on a complex, multi-project scope, with frequent interactions between Montreal teams, central management in France, major industrialists (aircraft OEMs), and Canadian funding bodies. The projects monitored integrate strong compliance and justification issues regarding public partners, as well as competitiveness and innovation challenges on structuring bid responses for the growth of Thales Canada.

Essential Functions

Support for bids & projects:

  • Provide expertise and know-how to offers and projects for better performance throughout the offer/project life cycle through harmonized services
  • Ensure the validity of offer and project data, including supervision
  • Collect offer/project information and consolidate it into a dashboard for monthly reviews
  • Participate in the preparation of responses to calls for tenders (Bids)
  • Support the establishment of new project activities in Canada
  • Intervene as back-up on project management tool administration (Primavera, Deviprop, etc.)
  • Monitor internal orders (PO IGTR), ensure signature validation and billing follow-up in connection with Finance
  • Improve and maintain fundamental offer and project management practices (PPE):
    - Ensure continuity from offers to projects
    - Pace the milestones of offers and projects
    - Challenge and maintain the schedule (adjusted to the project) and the quality of baseline deliverables
    - Develop, centralize, and share know-how between offers and projects through best practices and recommendations
    - Collect feedback, manage the lessons learned analysis process, and share cross-functionally for the benefit of future offers and projects

Specific support for R&T Canada projects:

  • Provide operational support for the extraction and justification of expenses to be claimed
  • Coordinate the collection and validation of supporting documents with Engineering department managers and the R&T Canada manager
  • Assist with budget management, claims, and government payment tracking
  • Maintain and update R&T tracking dashboards (quarterly reviews)

Cross-functional monitoring and steering:

  • Monitor and update schedules (Primavera, MSP, Timeline Pro)
  • Ensure milestone tracking and reporting completeness
  • Gather and consolidate key performance indicators for the portfolio (KPI, EVM, etc.)
  • Organize the restitution of lessons learned and coordinate the follow-up of associated actions
  • Implement and monitor the non-technical requirement matrix to ensure customer compliance
  • Align S&OP load requirements and resources across offers/projects

The incumbent directly influences project performance on their scope (budgetary control, milestone compliance, deliverable quality), contributes to securing public funding, optimizing reporting for local and group management, while fostering the structuring and maturation of the project organization in Montreal.

In close collaboration with the Finance team, project managers, Engineering managers, and other FLX PMOs, the incumbent demonstrates leadership in imposing and monitoring project procedures and indicators. They also manage relations with external funding bodies and industrial clients in a context of increased confidentiality and requirement.

The position requires adaptability, rigor, and proactivity to continuously improve piloting tools, reporting, KPI tracking, and to respond to the diversity of client/governmental requirements. It involves anticipating needs, structuring information, and daring to propose new analysis axes to increase project efficiency.

Minimum Requirements

  • Bachelor's degree or equivalent diploma in project management or technical fields
  • Confirmed experience (3 to 5 years minimum) as a PMO or managing complex projects, ideally in industry (aero, defense, tech) and in an international environment.
  • Solid mastery of budget management, planning tools, and project reporting (Primavera, MSP, advanced Excel)
  • Experience with public financing/R&T projects
  • Multidisciplinary coordination capacity, interpersonal skills, and diplomacy
  • Organization, responsiveness, ability to work cross-functionally
  • Project planning tools: MS Project and Primavera P6 Pro
  • Mastery of Excel, an asset if skilled in Visual Basic macros
  • Quote generation tool (Deviprop)
  • Fluent French and English required (written and spoken)

This position requires a good knowledge of English for drafting technical documents, interacting with, supporting, and/or providing services to international clients, employees, and/or partners as well as foreign government authorities who do not speak French.

Desirable Qualification

  • International context experience, Thales knowledge, and appreciation of the aircraft manufacturer ecosystem.
  • IPMA or PMP certification is an asset.
