About the position

CMS 330 – Manager, Industrial Development, Industrial and Technological Benefits

Rotary and Mission Systems Canada, Industrial Development, is looking for an industrial development team member to lead Lockheed Martin Canada Inc. (Lockheed Martin) Industrial and Technological Benefits (ITB) initiatives, particularly associated with Combat Management System 330 (CMS 330) sales and Lockheed Martin Kanata-led efforts – as well as support for the National Canada Lead position (senior staff), along with other Canada and U.S.-based industrial development team members to manage highly complex offset programs (ITB/IRB) for both execution and pursuit/capture phase programs.

Key responsibilities:

  • Lead the ITB obligation for the Rivers Class Destroyers and manage other obligations associated with related CMS 330 programs, in support of Canada's overall National Shipbuilding Strategy and Lockheed Martin operations
  • Work with diverse functional teams across both the Rotary and Mission Systems base and Global Business Districts (GBD) and the enterprise, as well as individual program teams within each of the Rotary and Mission Systems business areas, including helping to increase the value of Canadian content in Rotary and Mission Systems programs
  • Act as a key stakeholder in international capture teams to analyze Canada's industrial regulations, requirements, and expectations for ID identification
  • Conduct or coordinate initial industry assessments to determine the scope of capabilities in support of developing an industrial strategy
  • Compile reports on associated industrial, economic, and political factors in preparation for the capture phase. Identify potential strategic industrial partnerships or in-country investment opportunities that support offset credit solutions for capture and sustainment efforts
  • Coordinate and ensure Lockheed Martin resource commitments to support ID projects. Act as a point of contact with ID clients and regularly interact with Lockheed Martin suppliers and other international companies
  • Determine necessary materials and resources, develop and support offset project plans and offset project schedules, and collaborate with other managers and functional staff to ensure the success of assigned programs

What you bring to the position

Precise job description

  • Collaborate with other Lockheed Martin teams, including interacting with in-country Rotary and Mission Systems supply chain personnel, collecting and validating necessary industry documentation to support credit requests and other required tasks
  • Participate in engagements and interactions with offset organizations within foreign governments to understand applicable regulations and expectations
  • Support and maintain offset agreements with offset clients
  • Support the implementation of offset program requirements that meet program schedule and budget commitments
  • Support offset progress reporting and ensure offset commitments are implemented in accordance with relevant policies and procedures
  • Tasks may include, but are not limited to, identifying, documenting, and developing applicable processes and procedures, supporting the development of offset projects, developing proposals, developing program metrics, and tracking program progress
  • Support the management of Canada-related industrial development programs
  • Act as a client contact for the ID team and be responsible for maintaining effective relationships with foreign governments and key industries
  • Support management for costs, schedule, and technical performance of indirect ID programs and support direct activities in accordance with company-wide objectives/strategies
  • Manage offset reports, credit requests and awards, support internal and external program reviews, provide offset progress reports, ensure offset commitments are implemented in accordance with relevant policies and procedures, and respond to offset-related audits, where applicable
  • Participate as a member of Lockheed Martin's international in-country industrial development teams for Canada and ensure a One LM approach to industrial development activities.

Required skills, abilities, and experience

Experience in one or more of the following areas:

  • Three to eight years of industrial development/offset program/project management, including IRB/ITB
  • Canadian aerospace and defense programs
  • International programs
  • International contract negotiations or negotiations
  • Program and project management
  • International business development and/or capture experience
  • Supplier management or supply chain management
  • Lockheed Martin coordination with various government entities.

Additional desired skills for the position

  • Experience in program and project management, specifically managing significant IRB/ITB obligations
  • Experience in proposal writing, ability to develop and/or evaluate operational plans and financial risk analyses
  • Demonstrated communication and presentation skills
  • Ability to work in-country, both as part of a team and autonomously, under the guidance of senior members of the organization
  • Experience with Earned Value Management System (EVMS) and knowledge of computer-aided manufacturing/handling responsibilities
  • Experience with Lockheed Martin acquisition procedures and corporate documents. Procedures and Provisions (CORPDOC)
  • Experience managing SAP, Procure to Pay (P2P), and Confluence systems.

Language requirements in Quebec

Knowledge of the English language is necessary for this position so that the candidate can perform all of their duties. The position described in this job offer requires the candidate to communicate daily with a virtual team outside of Quebec. The candidate will also need to communicate with different members of the organization, clients, and suppliers located outside of Canada. For engineering positions, the candidate will also need to be able to read or modify technical documents from our main clients and write technical documents for these same clients.
