Role:

The Procurement Supervisor assists the Procurement Manager in managing the service's activities. They help develop and maintain a workforce with the key technical skills required to ensure proper execution and delivery of the company's products and projects. In addition, the incumbent manages certain aspects of the service's overall activities, including resource management, planning, reporting, processes, metrics and proposal support.

Responsibilities:

People Management

  • Supervise a team of buyer-planners;
  • Coordinate and oversee material planning and procurement activities according to established processes and performance indicators;
  • Provide coaching and training to buyer-planners and recommend additional training when necessary;
  • Participate in recruitment and performance evaluations of buyer-planners.

Program Management

  • Identify procurement risks and issues related to programs or processes, analyze alternatives and develop viable recommendations;
  • Proactively communicate and escalate procurement issues related to quality, delivery and cost to the required management level;
  • Monitor the evolution of procurement processes in the relevant sector;

Supplier Management

  • Build and maintain long-term relationships with preferred suppliers;
  • Identify, anticipate and manage supplier-related risks;
  • Source and select suppliers capable of meeting the company's strategic needs;

Process Development and Continuous Improvement

  • Participate in improvement mandates and the implementation of new procedures;
  • Support and encourage implementation of best practices in material planning and procurement to enhance operational efficiency, quality and on-time delivery;
  • Participate in defining the Operations vision and lead improvement initiatives;
  • Support internal and external audits and ensure corrective actions are implemented as needed.

Departmental Management

  • Assist the manager with departmental budgeting and budget monitoring;
  • Develop and implement strategies to maintain and improve performance indicators for material planning, procurement and supplier management;
  • Assist the manager with workforce planning, including reviewing and planning staff assignments and proposing solutions to conflicts and constraints;
  • Perform other duties as required, including but not limited to leading and supporting proposals and managing small projects or project components;
  • Provide guidance and ensure staff compliance with company policies and processes.

Required Qualifications:

  • Bachelor's degree in business administration
  • 10 years of experience in a procurement department
  • Knowledge of electronic and mechanical technologies involved in the production of space hardware
  • Good understanding of ERP planning logic and tools
  • Advanced computer skills, including Excel
  • Strong analytical, communication and interpersonal skills to manage changing priorities under tight deadlines
  • A sense of urgency and strong problem-solving and decision-making abilities
  • Fluent in French and English, spoken and written (interacts with suppliers outside Quebec)

Security and Other Considerations:

Candidates must be able to obtain and hold required security clearance (e.g., Reliability rating and/or Level II / SECRET where applicable) and pass the security assessment for the Controlled Goods Program.
