The person occupying the position of Supervisor - Workforce Resources and Attendance is responsible for supporting the operational preparation of Air Canada Maintenance by coordinating workforce attendance, staffing planning, training and qualification tracking, payroll administration support and administrative tasks related to the workforce.

This position combines responsibilities in attendance management with resource planning and administrative support functions including tracking staffing levels, training compliance support, schedule coordination and workforce-related transactions. The successful candidate will act as a liaison between the Operations, Workforce Planning, Training, Human Resources, Labor Relations and Payroll Accounting departments, local administrative teams and frontline employees.

The incumbent also ensures the coaching and supervision of administrative personnel for office employees and supports the improvement of processes related to attendance, schedule planning, workforce planning, payroll administration, training qualifications, as well as compliance with collective agreements, Company policies and operational requirements.

Responsibilities

Workforce Planning and Labor Management

  • Ensure monitoring of staffing levels, workforce needs, schedules, leave planning, labor movements and operational coverage to meet Maintenance operational needs and regulatory requirements.
  • Support workforce planning activities, particularly regarding position requests, leave requests, workforce restructurings, recruitment requests, transfers, layoffs, recalls to work and other workforce-related transactions, in accordance with operational requirements and collective agreements.
  • Formulate workforce planning recommendations to management through reports, trend analysis, workforce indicators and ongoing collaboration with operational managers and internal stakeholders.
  • Establish and maintain fruitful relationships with management teams and internal stakeholders to meet operational workforce requirements.

Training and Qualification Management

  • Monitor workforce qualification levels and identify upcoming qualification, certification and training needs that could impact operational readiness.
  • Produce reports and analyses focusing on workforce qualifications, completed training and authorization statuses to support operational planning and compliance activities.

Attendance and Absence Management

  • Coordinate activities related to the management of employee attendance and absences, particularly regarding absence reporting, record keeping, attendance tracking and verifying the accuracy of documentation and coding.
  • Monitor attendance trends and offer guidance and support to employees and managers on issues related to attendance, policies and corrective measures.

Rehabilitation Management and Return-to-Work Administration

  • Coordinate return-to-work, accommodation measures and modified work activities, in collaboration with Rehabilitation Management, Labor Relations, managers and employees, ensuring appropriate documentation and follow-up.
  • Maintain accurate records and provide administrative support for cases related to attendance, work accidents, grievances, arbitrations and other Labor Relations requirements.

Payroll and Administrative Support

  • Provide guidance and support to administrative teams in Vancouver, Calgary and Winnipeg regarding payroll administration, attendance and workforce processes, as well as system improvements.
  • Act as a liaison between Technical Operations, Human Resources, Payroll Accounting and local administration teams to facilitate the resolution of payroll, attendance, schedule and personnel administration issues, while identifying process improvement opportunities.

Labor Relations and Collective Agreement Management

  • Manage and interpret collective agreement provisions, local agreements, attendance policies and workforce planning processes.
  • Liaise with local union representatives and committees for issues related to workforce planning, training, schedules, staffing, job postings and employees.
  • Work closely with Labor Relations in investigations, grievances, accommodation issues and workforce planning initiatives.

Safety and Compliance

  • Support Air Canada Maintenance initiatives regarding safety, security and operational compliance.
  • Support the implementation and monitoring of Safety Management Systems (SMS), IOSA standards and regulatory requirements.
  • Participate in investigations related to workforce planning and operational support functions.

Qualifications

Education

  • College diploma or university degree in business administration, human resources, operations management or a related field, an asset.
  • Training or certification in project management, an asset.

Experience

  • Experience in workforce planning, labor management, attendance management, labor relations, payroll administration, human resources or air operations.
  • Experience managing collective agreements in a unionized environment.
  • Knowledge regarding maintenance activity planning and airline workforce schedules, an asset.
  • Experience managing employee accommodations, attendance, rehabilitation and return-to-work processes, an asset.

Knowledge and Skills

  • Strong knowledge of workforce planning principles, attendance management and labor relations practices.
  • Understanding of collective agreements, labor laws, workers' compensation processes and accommodation requirements.
  • Advanced proficiency in Microsoft Office suite applications, notably Excel, Word and reporting tools.
  • Excellent analytical, organizational and management skills.
  • Excellent oral and written communication skills.
  • Strong interpersonal, negotiation and problem-solving skills.
  • Ability to effectively manage multiple priorities and make effective decisions in a dynamic operational environment.
  • Proven leadership and resilience, and ability to work autonomously with minimal supervision.

Employment Conditions:

Candidates must be eligible to work in the country concerned at the time a job offer is presented and are responsible for obtaining work permits, visas or other necessary authorizations. Proof of eligibility must be provided before the start date.
